Two variants of NERF Drop Leg thigh Holders. Far left is the heavy duty webbing and rivets variant, the other a basic nylon pouch. Adjustable, one size fits all. Quick release belt clasp, each holds x2 18 Round clips.

The two on the far right a MOLLE / PALS compatible mag pouches / clip holders; they feature a static belt loop as well as MOLLE straps on the back.

All variants feature a quick release buckle over the top of the clips to keep them secure.

so does this awesome thing hang off a belt or does the top loop attach to something on a tactical vest?

The two on the left are set up to hang of a belt and strap to your leg, drop leg thigh holders -- the two on the far right have MOLLE straps to attach to a chest rig or vest. The MOLLE variants also have static belt loops to wear directly on a belt, but they don't have leg straps.

how much would it run me for 4 of the web holders, without the drop thigh platform, plus some rivets to mount them on the platform of my choice?

That would be fine, i'd just have to split them between a coupe paychecks due to a transition between employers. Molle compatibility isnt needed for me, since mine's a blank platform, but if you start selling again you should list it as an option.
